قانون الطوارئ و حقوق الانسان
لقانون الطوارئ أثر ضخم  على مدى احترام حقوق الانسان التي بفترض لها ان تكون محميه  شيء ما في ظل الظروف االعاديه فان القوانين تحميها و يبدو ذلك جليا .الأفراد في ظل تشريعات الطوارئ والأحكام العرفية و المؤقته  فعلى صعيد الحريات الفكرية والصحفية والثقافيه والادبيه و العلميه  فأنها تتأثر كثيراً فليس غريبا  أن  السلطة تبدأ ممارسة  مراقبة الصحف والمجلات ودور النشر والصحافة وتمارس عليها رقابتها الشديدة  التى تصل إلى درجة إغلاق أماكن طباعتها ومصادرة المطبوعات منها ومنع بعضها من الصدور بافتراض أنها تثير الإشاعات وتحرض ضد السلطة و تحرض على أعمال العنف و هذا يعد انتهاكا لحقوق الانسان وفقا للمواثيق الدوليه و يضاف الى ذلك انه يعد انتهاكا لامة و شعب باكمله حيث فرض الوصايا على فكر و ممارسة الحجر على عقول شعب ..فهو يعيق التقدم و و يزيد من الجهل بين الشعب اما بهذا الخصوص فان مصر اتخذت كافة التدابير لضمان عدم قفل او اغلاق الصحف .فتم تكوين محلس الشورى بنسبة لا تقل عن 90% و هو المجلس الذى احد  مهامه الاشراف على المجلات و الصحف و بالتالى يتم تعين بما لايقل عن 90% من رؤساء التحرير من اعضاء الحزب الحاكم اما باقى ال 10% فهم من هؤلاء الذين ليس لديهم سوى الولاء للحزب الحاكم و لكنهم ليسوا اعضاء به و كذلك فى القنوات الخاصه و القنوات  الفضائيه تم دس اعضاء للحزب او اشخاص مواليه للحزب الحاكم و هنا يمكننا ان نقدرها تقريبا بنسبه 70% وأما ما يخص أثر قوانين الطوارئ على حرية انتقال الأفراد فهذا أثره واضح إذا قامت السلطة بغلق بعض المناطق من البلاد ومحاصرتها وعزلها عن غيرها كذلك تقوم بأخلاء بعض المناطق  وتضع قيود صارمة على حرية انتقال الأفراد وتحديد أوقات معينة لفتح وإغلاق المحال العامة وتحديد أوقات لحظر التجوال في الأماكن العامة وفي الشوارع والمدن و بالتالى هذه اهانه اخرى و انتهاك خصوصيه الشخص و يزيد على ذلك يعد استعباد للشعب حيث فى كل الكمائن و نقاط التفتيش يتم تفتيش الافراد ذاتيا دون اذن قضائى و يساء معاملة الشعب الامر الذى يؤدى بالدوله الى قهر و قمع الشعب بهذا الاسلوب  واما بخصوص القضاء فيكون لقانون الطوارئ أثر سلبى  على مبدأ استقلالية القضاء والفصل بين السلطات ففي ظل قانون الطوارئ تعطي بعض صلاحيات القضاء في الاعتقال والحجز إلى أفراد السلطة الإدارية فنرى مثلاً ضابط الشرطة في ظل قانون الطوارئ يملك صلاحيات قاض التحقيق من توقيف للمشتبه بهم وأحالتهم على المحاكم الاستثنائية والعسكرية التي تشكل في هذه المرحلة و فوق ذلك كله تقوم مصر بتعيين الوزراء عن طريق رئيس الجمهوريه او بمساعدة رئيس الوزراء و لكن ما يلفت النظر هو تعيين وزير الدفاع و الداخليه و العدل و الاعلام و رئيس الجمهوريه هو القائد الاعلى لكل الوزراء فى مصر و دائما يكون وزير العدل من اهم اسباب اعاقة استقلال القضاء و الشفافيه فهو لابد و ان يكون احد اعضاء الحزب الوطنى و لضمان الاستبداد بالشعب و فئاته قامت الدوله بتجميد تقريبا كل النقابات او تم دس مثيرى القلاقل فيه وهذا ما يدعو إلى القول بأن الضمانة الوحيدة لاحترام الحريات والحقوق العامة تكمن في تشبث الشعب بهذه الحريات وتلك الحقوق وتمسكه بها اما قانون الطوارىء يستخدم لقمع السياسيين و الاحزاب و النقابات و طلبة الجامعات و الاخوان المسلمين و بث الرعب و الخوف فى نفوس عامة الشعب  بالتالى يعطى صلاحيات الى ضباط الشرطة و ضباط امن الدوله تجعلهم ينالوا من كل مواطن مصرى و يتعامل الضابط او حتى من هم من غير ذوى الرتب فى ان يتشدقوا على المواطنين و يساء استخدام سلطاتهم .فاصبح امر مسلم لهم ان يكون الظلم و القمع شىء ضرورى من اعمالهم و فى ظل الظروف الراهنه يوجد مستفيدين اخرين غير الحزب الحاكم و هى طبقه فاسده مريضه تسىء للوطن و الشعب حيث زيادة البلطجه و البلطجيه و لجوء بعض السياسيين و رجال الاعمال اليهم فى اداء بعض المهام السياسيه فى الانتخابات  او اقتصاديه او اجتماعيه كما هو الحال فى اخذ الحق باليد و ليس بالقانون .و يضاف الى ذلك الوساطه و الرشوه و النفاق و هؤلاء اما ضباط او اعضاء الحزب الحاكم او رجال الاعلام و الفن و الصحافه و يضاف اليهم رجال التعليم العالى حيث الامن متواجد داخل الجامعه و تواجد ما يسمى بالتقارير السريه و اضطهاد بعض النابهين و رفع مرتبه بعض الجهلاء  .نجد هنا المشكله فى القوانين المراد اعادة النظر فيها و لكن قانون الطوارىء هو سبب الفساد و التدهور
فيما يلى قرار السيد رئيس الجمهوريه بمد حالة الطوارىء و ما يلاحظ انه تم توقيع و اتخاذ هذا القرار يوم 10\مايو و يتم تطبقه من اول الشهر الجديد و لكن ليس لمجلس الشعب اى اهميه فى ذلك اما اجتماع مجلس الشعب كان تحصيل حاصل فالامر محسوم مسبقا

بعد الإطلاع على الدستور..
وعلى قانون العقوبات الصادر بالقانون رقم 58 لسنة 1937، وعلى القانون رقم 182 لسنة 1960 في شأن مكافحة المخدرات وتنظيم استعمالها والاتجار فيها.
وعلى قانون حالة الطوارئ الصادر بالقانون رقم 162 لسنة 1958.
وعلى قرار رئيس الجمهورية المؤقت رقم 560 لسنة 1981 بإعلان حالة الطوارئ.
وعلى قرار رئيس الجمهورية رقم 160 لسنة 2008 بمد حالة الطوارئ وبعد أخذ رأى مجلس الوزراء.
قرر
(المادة الأولى)
تمد حالة الطوارئ المعلنة بقرار رئيس الجمهورية المؤقت رقم 560 لسنة 1981 المشار إليه لمدة سنتين اعتبارا من أول يونيه سنة 2010 حتى 31 مايو سنة 2012.
(المادة الثانية)
يقتصر تطبيق الأحكام المترتبة على إعلان حالة الطوارئ خلال مدتها على حالات مواجهة أخطار الإرهاب وتمويله وجلب وتصدير المواد المخدرة والاتجار فيها. كما يقتصر اتخاذ التدابير المناسبة للمحافظة على الأمن والنظام العام في مواجهة الأخطار المشار إليها في الفقرة السابقة على نطاق التدابير المنصوص عليها في البندين (1)، (5) من المادة (3) من قانون حالة الطوارئ المشار إليه دون غيرها
(المادة الثالثة)
يعمل بأحكام هذا القرار بعد موافقة مجلس الشعب.
(المادة الرابعة)
ينشر هذا القرار في الجريدة الرسمية.

هل الامر يستدعى الاطلاع على الدستور المهين لمصر و المصريين ...و قانون العقوبات الصادر فى عهد الاحتلال ...و قانون صادر بعد الثوره ..مكافحة المخدرات لا تستدعى قانون طوارىء و انما الامن يقوم بواجبه ..و على اى اساس قانون الرئيس المؤقت كيف يكون مؤقت و يستمر اكثر من 30 سنه ولكن اطول فتره يستمر فيها حالة الطوارىء باستمرا و دون انقطاع هى فتره حكم الرئيس مبارك ..و بعد اخذ راى مجلس الوزراء ...اى ان الوزراء اوصياء على الشعب المصرى و يعبروا عن مصالحه فالشعب المصرى قاصر و هم الرشداء ..فتره المد سنتين كافيين لعمل اللازم من قمع و تزوير و تعتيم و تمرير و بلطجه لفرض الحزب الوطنى على الساحه قبل الانتخابات و هناك ...خلل فى استخدام كلمتى الامن و النظام العام ...هذه هى الكلمات المطاطيه التى يمكن بها الزج باى شخص فى السجون بتهمه تهديد النظام و هنا المقصود المظاهرات و الامن العام الاخوان المسلمين و الاحزاب و النشطاء السياسيين فما معنى و تعريف النظام العام و الامن العام ...و من طلب من رئيس الجمهوريه ان يتطلع الى الدستور و القوانين كى يمد قانون الطوارىء هل الامر استدعى ذلك ام انه استفتى الشعب لذلك فاتخاذ القرار غير شرعى و لا قانونى لانه يمس مصر و المصريين و رئيس الجمهوريه ليس وصى على الشعب و لا وزراءه..كلنا مصريين رافضين حالة الطوارى و الغائها غير كاف لان رجال الامن تعودوا على مخالفة القانون و انتهاك حقوق الانسان و التعالى على الشعب و اهانتهم و التحدث معهم بساديه و عجرفه و تلفيق التهم و تجاوز كل الحدود و ما صحب ذلك من استخدام كل تلك الاساليب من استمرار طالت فترته دون محاسبة الخارجين على القانون من رجال الامن و دون وجود قانون رادع لمن يخالف القانون و ينتهك حقوق الانسان و كذلك لايتم ايقاف الضابط عن العمل اذا تم تحرير كوى ضده و غير مساندة رجال البوليس لبعضهم و اعتبروا ان التعذيب اداه من ادواتهم و انهم فوق القانون و الشعب .فان الغاء قانون الطوارىء لايكفى بل لابد من اعادة تاهيل الضباط و العاملين فى الشرطه و كذلك مراجعه كل القوانين و الاجراءات التى تحكم العمل البوليسى .مصر و شعبها يستحقوا افضل من ذلك و لا يرضوا بالاهانه .مصر جديره بان تكون احد اوائل البلاد المتحضره فى العالم بتاريخها و شعبها الكريم المتحضر .مصر جديره بالاهتمام بابناءها و النهوض بهم

The emergency law , individual rights and public freedom
Emergency Law has a very large  impact over the respect for individual rights that it is supposed  to be protected  to some extent  in the normal circumstances . the laws are protected and it seems so obvious. Individuals under emergency legislation and customary rules and temporary at the level of intellectual freedom, literary and journalistic, cultural and scientific  is affected by often it is not surprising that the government is to exercise control of newspapers, magazines and publishing houses, the press and it exercises strict control up to the point of close printing premises and confiscation of printed and preventing some of the issuing  with the excuses that  it raised rumors and incite acts of violence or is inciting against the PA and this is a violation of human rights in accordance with international conventions and add to this that it is a violation of the nation and the people will of the whole where the imposition of wills over the ideology and practice of possissing the minds of the people .. it is hampering progress and is cosidered an  increase of ignorance among the people either in this regard, Egypt has taken all measures to ensure that no lock or shut down newspapers .  Shura council is  no less than 90% and it is a board that one of its duties it that to  overseeing the magazines, newspapers, and promoting high post in them , therefore are appointed, including at least 90% of the editors, members of the ruling party The rest 10% are from those who have nothing but loyalty to the ruling party, but they are not members of it as well as in private channels and satellite channels, party  members were imposed  or people loyal to the ruling party, and here we can evaluate it by almost 70% .     As regard to the impact of emergency laws on freedom of movement of individuals, this effect is clear if the power closure of some areas of the country, surrounding and isolating it from others as well to evacuate some areas and put severe restrictions on freedom of movement of persons and to identify specific times to open and close shops and identify times of curfew in public places and in streets and cities and, therefore, and this is another  further insult and violation of the privacy of the person and over this is the enslavement of the people, where in both ambushes and checkpoints is to selfsearch individuals  without a warrant , abusing treatment of people which would lead the State to oppress and suppress the people in this way, either on the seperation of the authorities powers or the judgement and judiciaru independent , the emergency Law negative impact on the principle of the independence of the judiciary and the separation of powers in light of emergency law that gives some powers of the judiciary in the arrest and detention to the members of the administrative authority instance, we find a police officer under the emergency law has the powers of the investigating judge of the arrest of suspects and referred them to the special courts and military, which in this stage and, above all , In  Egypt  the appointment of ministers by the President Republic or assisted by the Prime Minister, but what was remarkable was the appointment of the Minister of Defence, Interior , Justice ,and the Media . the President of the Republic is the Supreme Commander of all ministeries in Egypt, and always will be the Minister of Justice of the main reasons to block the independence of the judiciary and the transparency .he must and should be one of the members of National Democratic Party and to ensure that tyranny over people and classes of the state to freeze almost all trade unions or the imposion of some people who are unrest makers  in. This is the reason to say that the only guarantee for the respect of freedoms and public rights lies in the persistence of people of these freedoms, and those rights and adherence to it,but for the emergency law  used for the suppression of politicians ,opposition parties, the trade unions, university students and the Muslim Brotherhood to spread terror and fear in the hearts of the public. thus, more powers are given to police officers and state security officers get from  every Egyptian citizen and the officer dealing or even of their outstanding non-frivolous talks and the misuse of  their powers. making it is taken for granted for them to be injustice and oppression is necessary for their work and in the current circumstances there are beneficiaries other than the governing party and the layer is corrupted bad for the nation and the people in terms of increased thug and thugs who are used by some politicians and businessmen  in the performance of some of the political tasks of the election, economic or social as in taking the rights by hand and muscles and not by the law. in addition to the mediation and bribery, hypocrisy and those either officers or members of the ruling party or media people, art, press and in addition to men who higher education in terms with security is within the university and the presence of the so-called confidential reports  and persecution of some thoughtful and smart meanwhile upgrading of some of the ignorant. Here is the problem in the laws to be re-considered, but the emergency law is the cause of corruption and degradation

The following decision of Mr. President to extend a state of emergency and what is noted that the signanture and the adoption of this resolution on 10 \ May and is applied by the first of the new month, but not to the People's meaningful in that either as a meeting of the Assembly was a foregone conclusion, the matter is settled in advance

The Penal Code promulgated by Law No. 58 of 1937, Law No. 182 of 1960 on drug control and regulate the use and trafficking.
The state of emergency law, promulgated by Law No. 162 of 1958.
And the decision of the provisional President of the Republic No. 560 of 1981 declaring a state of emergency.

(Article I)
Extends state of emergency declared by the Presidential Decree No. 560 of the provisional year 1981 referred to for two years as from June 2010 until May 31, 2012.
(Article II)
Only apply the provisions resulting from a state of emergency during the duration of the cases confront the dangers of terrorism and its financing, procuring, and export of narcotic drugs and trafficking.
Is also limited to taking appropriate measures to maintain security and public order in the face of threats referred to in the preceding paragraph for the range of measures set out in items (1), (5) of Article (3) of the Act referred to a state of emergency without the other.

It is an  insulting to Egypt and the Egyptians ... and the Penal Code promulgated in the era of occupation ... and the law passed after the revolution .. anti-drug law does not necessitate an emergency and Security people  is doing its job .. and on the basis of any law of Interim President How to be temporary and last for more than 30 years, but the longest sustained period in which a state of emergencyconstantly and without interruption is the period of President Mubarak's rule .. and after consulting the Council of Ministers, the ministers ... what the custodians of the Egyptian People's Assembly and express their interests, the Egyptian people a minor .. and they are grown up guys  so the  period is sufficient to tide two years of work required and the suppression of fraud and blackout, and passing and thuggery to force the National Party on the scene before the elections ... and there is a bug in the use of the words security and public order are the words ... this elasticity can be include  the involvement of any person to be put in  prisons for threatening the system, and here is intended to include demonstrations ,but  public security,means Muslim Brotherhood activists, political parties and what is the meaning and  the definition of public order and public security ... and who or what requested  the President of the Republic to look at  the constitution and laws to extend the  emergency law, if it is called that or has he mad a refurundum.the adoption of resolution is illegal  because it affects Egypt and the Egyptians and the President is not bespeak the people and not his ministers to confesicate their minds and thoughts .. We are all Egyptians rejected the state of emergency and cancellation is not sufficient because the security men are accustomed to breaking the law and violation of human rights and glory and dignity of the people and offend them and talk to them sadistically and arrogance . fabrication of charges  exceeded all limits and has been supplanted by the use of all these styles of continued long his term without any accountability to all officers who were outlaws of the security men and without the existence of a law a deterrent to those who violation of the law and violated human rights as well as these items are not suspended the officer of work if a file ,complain or a report was filed against him . the other policemen also support their colleagues ,they considered that torture was a tool of their instruments. they are above the law and the people. the abolition of emergency law is not enough even to ensure the rehabilitation of officers and police personnel, as well as a review of all laws and procedures governing police action. Egypt and its people deserve better than this and not liked it offended. Egypt deserves to be one of the first civilized country in the world, its history and its people decent civilized. Egypt worthwhile the advancement  of its sons
عامان جديدان في ظلام الطوارئ
أعربت الشبكة العربية لمعلومات حقوق الإنسان اليوم عن انزعاجها الشديد من قرار مجلس الشعب بمد العمل بقانون الطوارئ لعامان جديدان يبدأن من بداية يونيو القادم وحتي 31 مايو 2012 , بموافقة نواب الحزب الوطني والبالغ عددهم 308 , دخل معظمهم مجلس الشعب بالتزوير وهم يشكلون أغلبية الثلثين المطلوبة لمد العمل بهذا القانون الجائر.

Two New Years in the Darkness of Emergency
The Arabic Network for Human Rights Information, expressed its deep concern, concerning the resolution of the Parliament to extend emergency law over two next years, starting from next June till 31/5/2012.The resolution was announced after getting the approval of the 308 NDP MPs, who came to parliament through a forged elections as they form the required two thirds of the majority to extend this unfair law.

This video refers to the siege made by policemen and secrete policemen in plainclothes helped by the employees staff against the students in Menouf unversity which resulted in capturing 3 student in this video ,but this happened many times to arrest 8 students ,13, and 15

It is my attempt to combat bullying in the world, communities and States as an invitation to the whole world to reconsider all matters internal and external relationships and transactions .. in order to reach a better world Regarding the term "thug or bullying".It has been sparked a lot of controversy recently in the Egyptian and international societies, and since it imposed itself on the phenomenon of existence and become a cancer or a disease rampant worldwide and because of the use of many and widespread in the whole world as it was previously used with lower social classes Is now used to describe some of the businessmen, ministers and governments ... and had to be that I'm trying to define it in my humble opinion, hope that you are participating in the access to identify a specific and comprehensive and so it continued for more specific definitions and meanings, and comprehensive I must try to identify who is thug with the consideration of several aspects as follows:
1 - not a condition that the the thug is a person who is unemployed whereas a lot of thugs are unemployed people , and therefore is not an unemployed person is not always a bully but could be up to the use of thug.
2 - not a condition that the bully or thug illeterated person and did not know reading and writing,whereas I agree many of them are illiterated.
3 - is not a requirement to be registered criminals and one of those who are accustomed to crimes however there are many of themthat was the most of them also
4 - not a condition that the Albultjy from those who use violence in the transactions and that was the most use of violence.
5 - not a condition that the A thug man or an ordinary person can even be an organization or non-governmental organization or government or a government or a state or group of states
6 - not a condition that the a thug is someone or organiation who is out the law, but possible to manipulate the law or taking advantage of his position or with others or hiring used in the law in his thugs
7 - not a condition that the a thug is poor or destitute, but it (he-they) can be the rich
8-not a condition that the thug is the minority and non-government or influential in the community in a society can even be a thug and thugs are the ruling majority and the enacting of laws and influential in all aspects of life in a community villager local civil international, regional or global
9- thugs can never express any religion in the world all religions pray for tolerance, justice and equality and brotherhood, affection and therefore the thug person, group or organization which is deprived of religious and social values and morals which may present in some of them as a only a mask but not impressive the actual and real and active role in behavior
10 - not a condition that the a thug become so because of the absence of law only, but can bullying in a spotty law or that law is not deterrent enough for him or he could circumvent the application of the law to evade the law and run away with his(its-their)crimes
11 - is not a requirement to achieve a Albultjy gains costs, but possible to achieve a Albultjy gains moral or physical or both.
12 - not necessarily to achieve any gains ,A thug only revenge from a person or class, group or community or a state
13 - The thug may be ignorant of their religion, religious group or radical and extreme or class-oriented scientific or social radical racist Ignorance and lack of awareness of ignorance may lead to thug intellectual, religious or economic ..etc
14 - The thug is a person, group or an organization or State or group of countries which use the power to impose certain ideas or systems and policies .. A thug may dependent on physical strength or force of arms or sectarian or political clout to usurp the rights of others and what is not his (their-its)right
Accordingly to the previously mentioned, we get to the parameters for a definition of who is a thug ,but the definition may be later in other writings,or would like to be shared by some individauls I hope to put it and add it, but must talk about the law and sound legislation and follow the standard application of static and without duplication and to blockages the gaps and gaps in, and severe punishment for crimes. religious tolerance and not to attack the religions in the world, countries and communities (Muslims use the word "Fear God" to whom tries to thug or wrongs another or the other can reduce and weaken the influence of thug and thugs at all levels locally, regionally or internationally
البلطجه
محاوله منى لمحاربة البلطجه فى العالم و المجتمعات و الدول ارسلها دعوه الى العالم باسره لاعادة النظر فى كل الامور الداخليه و الخارجيه و العلاقات و التعاملات..بهدف الوصول الى عالم افضل .
نظرا لما اثارت هذه الكلمه الكثير من الجدل فى الاونه الاخيره فى المجتمع المصرى و الدولى و بما انها ظاهرة فرضت نفسها على الوجود و اصبحت كالسرطان او وباء استشرى عالميا و لما لها من استخدام كثير وواسع الانتشار فى العالم باسره حيث انها كانت فى السابق تستخدم مع الطبقات الدنيا من المجتمع . اصبحت تستخدم لتصف بعض رجال الاعمال و الوزراء و الحكومات ...فكان لزاما على ان احاول وضع تعريف لها من وجهة نظرى المتواضعه و اتمنى ان يتم المشاركه فى الوصول لتعريف محدد وشامل لها و كى اصل لاكثر المعانى و التعريفات تحديدا و شمولا يجب ان احاول التعرف على من هو البلطجى من عده اوجه نظر كالتالى:
1-ليس شرطا ان يكون البلطجى هو شخص عاطل عن العمل و ان كان الكثير من البلطجيه هم اناس عاطلين عن العمل و بالتالى فالعاطل عن العمل ليس بلطجى و انما قد يصل الى استخدام البلطجه
2- ليس شرطا ان يكون البلطجى امى و لا يعرف الكتابه او القراءه و ان كان كثيرا منهم اميين.
3-ليس شرطا ان يكون البلطجى ..مسجل خطر و من هؤلاء الذين تعودوا الاجرام و ان كان اكثرهم منهم ايضا
4-ليس شرطا ان يكون البلطجى من هؤلاء الذين يستخدمون العنف فى التعاملات و ان كان اكثرهم يستخدم العنف .
5-ليس شرطا ان يكون البلطجى رجل او شخص عادى بل ممكن ان يكون منظمه او جمعيه غير حكوميه او حكوميه او حكومه او دوله او مجموعة دول.
6-ليس شرطا ان يكون البلطجى خارج على القانون بل ممكن ان يتلاعب بالقانون او استغلال مكانته او بالتعاون مع الاخرين او يوظف القانون او يستخدمه فى اعماله البلطجيه
7-ليس شرطا ان يكون البلطجى فقيرا او معدم بل ممكن يكون من الاغنياء .
8- ليس شرطا ان يكون البلطجى عباره عن اقليه و غير حاكمه او مؤثرة فى المجتمع فى مجتمع ما بل ممكن تكون البلطجه و البلطجيه هم الغالبيه الحاكمه و المشرعه للقوانين والمؤثره فى كل جوانب الحياه فى مجتمع ما قروى مدنى محلى دولى اقليمى او عالمى
9-لايمكن ابدا ان تعبر البلطجه عن اى ديانه فى العالم فكل الديانات تدعوا الى التسامح و العدل و المساوا و الاخاء و الموده و بالتالى فالبلطجى انسان او جماعه او منظمه او دوله مجرد من القيم الدينيه و الاخلاقيهو التى قد يتظاهر بها و انما لا تكون المؤثر الفعلى و الحقيقى و الفاعل فى التصرفات
10- ليس شرطا ان يكون البلطجى يصبح هكذا بسبب غياب القانون فقط و انما يمكنه البلطجه فى وجود القانون الملىء بالثغرات او ان القانون ليس رادعا بما يكفى له او انه يستطيع التحايل على تطبيق القانون عليه و التملص و الهرب
11-ليس شرطا ان يحقق البلطجى مكاسب ماديه بل ممكن ان يحقق البلطجى مكاسب معنويه او ماديه او الاثنين معا.
12-ليس شرطا ان يحقق البلطجى اى مكاسب سوى الانتقام من شخص او فئه او جماعه او مجتمع او دوله
13-قد يكون البلطجى فئه دينيه جاهله بدينها او متشدده و متطرفه او فئه ذات اتجاه علمى او اجتماعى متشدد عنصرى فالجهل و عدم الادراك بالجهل قد يؤدى الى البلطجه الفكريه او الدينيه او الاقتصاديه.
14-البلطجى هو ذلك الشخص او الجماعه او المنظمه او الدوله او مجموعه الدول التى تستخدم قوتها فى فرض بعض الافكار او النظم و السياسات..فالبلطجى قد يعتمد على القوة البدنيه او القوة الطائفيه او السلاح او النفوذ السياسى ليغتصب حقوق الاخرين
و ما هو ليس بحقه
مما سبق ممكن نصل الى محددات لتعريف من هو البلطجى اما التعريف قد يكون لاحقا فى كتابات اخرى او اتمنى لو شاركنى احد فى وضعه و اضافته و لكن يجب ان نتحدث عن ان القانون و التشريعات السليمه و متابعه تطبيقها بمعيار ثابت و دون ازدواجيه و سد كل الفجوات و الثغرات فيه و العقوبات المغلظه على الجرائم و التسامح الدينى و عدم مهاجمة الاديان فى العالم و الدول و المجتمعات (المسلمين يستخدمون كلمة" اتق الله" لكل من يحاول يبلطج او يظلم و يقول محمد رسول الله صلى الله عليه و سلم " ما اخذ بحد الحياء فهو سرقه"صدق رسول الله صلى الله عليه و سلم ) يمكن ان تقلل و تضعف نفوذ البلطجه و البلطجيه على كافة مستوياتها محليا دوليا اقليميا او عالميا.

البلطجى هو سواء كان شخص او جماعه او هيئه او دوله من يحاول يفرض رايه مسغلا الثغرات فى القوانين او مركزه فى تطبيق القانون او التحالف مع مجموعه للحصول على مكاسب اما ماديه او تحقيق اهداف سياسيه او اجتماعيه او اقتصاديه او حتى ارهاب الاخرين

صدر له11حكماً قضائياً بالإفراج ولكن وزارة الداخلية لم تعترف بأحكام القضاء . الشيخ بهاء فزاع صابر , ويستكمل دراساته وهو الآن فى مرحلة الماجستير ,ولكن إستمرار إعتقاله عبث وقلة حياء ويكشف عن الطبـيعة الوحشية لجهاز أمن الدولة

Sheikh Bahaa Fazza is detained for 6 years
It is an individual cases of brutality of the politinacized regime either of the interrior security polic or judiciary authorities , he was a good citizen who supported everyone having a good attitude, and good relations with everyone, he did  notbelong to any group in all stages of his life,however he had no any relationship with any Islamic organization , Sheikh Baha Fazza Secretary of Labor Center Malawi, Minya Governorate,was a teacher and oppressor by security that forced his expulsion from the Ministry of Education, worked as a private teacher , and volunteers for teaching young people the Holy Quran, was arrested in the month of Ramadan in 2003, examining some articles from the internet with young people as to teach them, when he was arrested  the police did not have  any formal charges or legal against him even though the police did not cooked or fabricate any charges against him. Then the court released him but the police kept in capturing him illegally , but were retained Baha Fazaa (married who has 5 children) , in prison at Wadi Al Natoun prison, for only the reason of the disruption of  his family and exhaustion by  visiting them . The court Issued him 11 times to release him  , but the Ministry of Interior does not admit the provisions of the judiciary. Sheikh Bahaa Saber Fazza pursued and completed his studies and is now at the stage of Master degree, but the futility of continued detention and the lack of modesty that reveals the brutal nature of the state security police.

I demand the immediate non conditioned release for the for mentioned prisoner with the insurance of his  safety and his family above all to ensure a suitable compensation for the oppression that he was exposed to

The unversity of Cairo has witnessed a protest today.The sutent o the unversity sit their protest for the reason for defending the rights of 48 student who were deprived from attending the unvesity examination the convection or the excuse of depriving them was that they were political activits and participating in political  activities inside and outer the university compus most of whom are of college of commerce

أخذت قضية الأسرة الأردنية التي تم سحب أطفالها الأربعة منها من قبل الشرطة السويدية في ستوكهولم منحى جديدا عصر الأربعاء، قد يفضي إلى البت بشأن سحب الأطفال نهائيا خلال 4 أسابيع ما لم يقتنع القضاء السويدي بأحقيتها في الاحتفاظ بالأطفال.
وفي التفاصيل التي نقلتها شقيقة والدة الأطفال عن اختها وزوجها في ستوكهولم لـ "خبرني"، فقد جلست العائلة في المحكمة 5 ساعات، استمعت خلالها لإفادتهم حول الأسباب التي دفعت مسؤولة في الخدمات الاجتماعية للشكوى ضد العائلة بعد مشادة كلاميه مع والدة الأطفال.

كانت مشادة كلامية اندلعت بين إمرأتين سويديتين (إحداهما من أصل أردني وتحتفظ بجنسيتها الأردنية كذلك) بعد أن نادت المرأة الأردنية على أطفالها بصوت عال لمنعهم من قطع الشارع، حيث اتهمت السويدية المرأة الأردنية والمحجبة بأنها تؤذي أطفالها الاربعة حيث تبين فيما بعد أن المرأة السويدية التي جرت المشادة معها مسؤولة في الخدمات الاجتماعية في المنطقة التي تسكن فيها الأم وأطفالها، الأمر الذي دفع الشرطة المحلية للتحرك إلى منزل العائلة الأردنية وسلبت أطفالهم ووزعتهم على أربع عائلات

Sweden is a fine country and I am sure that the kids are being treated well and are taken good care of. As for the rest of the story, God knows what really happened that day.
I will pay your expenses to go to Sweden and write a report about that case and find the truth for yourself and your readers. You should not publish a report like that without verification. This case is nothing but one big lie. Anytime a muslim does something wrong and gets caught, they start claiming they are discriminated against because they are muslims. If they care so much about being muslims, why don't they go back to Jordan and live their. I'll pay for their airplane tickets

تتصاعد وتيرة الفكر العنصري ضد المسلمين وبوتيرة عليا في العالم الغربي وغيره ومعه يتصاعد الخطاب المضاد للعنصرية ضد الاسلام والدعوة الى وقف العنصرية ضد الاسلام والمسلمين ? أصبحوا لا يحتملون سمرة بشرتنا وبتنا نشكل بالنسبة لهم هاجساً كبيراً لا يرغبون بقدومنا إليهم. وينظرون إلينا بنظرة المشاغب غير المتكيف مع التطور والتقدم هل نحن أقل من هم في التفكير.نحن المسلمون نربي الأطفال على الصدق و الأدب و بر الوالدين لذلك الطفل إذا نشأ وتربى على الأخلاق الإسلامية وتربى على التوحيد والعقيدة الصحيحة فإنه سيصبح فرداً صالحاً في المجتمع وعضواً نافعاً في هذه الحياة. يعشق السياسيون والإعلاميون الكتابة عن اضطهاد المرأة في الإسلام. .من دون أن يتسنى لهم الحديث ولو لمرة واحدة إلى النساء اللاتي يرتدين الحجاب.إنهم ببساطة ليس لديهم أدنى فكرة عن الاحترام و الحماية التي تنعم بها المرأة المسلمة في التشريع الإسلامي الذي نشأ منذ ما يزيد عن 1400 عام . بخلاف ذلك، فإنهم يظنون خطئًا أنهم بكتاباتهم عن القضايا ذات البعد المتصل بثقافة المجتمع مثل الزواج المبكر ،وختان البنات و القتل من أجل الشرف و الزواج بالإكراه إنما يكتبون عن علم ومعرفة هذه القضايا ببساطة ليس لها أي صلة بالإسلام على الرغم من استمرار هؤلاء في الكتابة والحديث عنها بأسلوب سلطوي متعجرف موجهين اللوم عنها إلى الإسلام ظلما وعدوانا. من فضلكم توقفوا عن الخلط بين العادات والتقاليد الثقافية وبين الإسلام . أصبح الغرب ألان لديه فكر أخر و ذلك بسرقة اطفال المسلمين و ابعادهم عن أهلهم و تشتيتهم و نزع التعاليم الاسلاميه من أطفال المسلمين و عدم تربيته التربية الصالحة المستمدة من الكتاب والسنة منذ نعومة أظفاره و نعرف جميعا لها أثر سيئ على سلوكه، حيث إن الطفل الذي لم يتلق تربية صالحة فإنه في الغالب عندما يكبر ويشب يقع في المحرمات والموبقات و هذا النظرة الجديده للغرب و أنا والله لقد سمعت كثير من القصص من العنصريه الغربيه بنزع أطفال المسلمين من بين أهلهم و الافتراء عليهم و أنا ادعو من كل قلبي برجوع كل أطفال المسلمين المنزوعين من أهلهم و أنا أعرف تلك العائله و أرى كيف يتعاملون مع أطفالهم معامله حسنه .

وأضاف شهاب في رده على أسئلة صحيفة "الشرق الأوسط" اللندنية التي نشرت الحوار في عددها اليوم الأحد، حول انتقادات بأن الحزب الحاكم يحتكر السلطة، بقوله "إن الحزب لا يريد أن يبقى محتكرا للسلطة في مصر بأغلبية كبيرة، وأن أحزاب المعارضة عليها أن تعمل وتنشط ليكون لها تمثيل في البرلمان والمجالس المحلية بأكثر مما هو عليه الآن"، مشيرا إلى أن إنهاء حالة الطوارئ في البلاد يتطلب إصدار قانون لمكافحة الإرهاب.
وعما إذا كانت قضية التعديلات الدستورية مطروحة الآن قال شهاب: "لا ليست مطروحة الآن لسبب بسيط، وهو أن آخر تعديلات دستورية تمت منذ ثلاث سنوات فقط، ولما كانت الدساتير تتمتع بقدر من الاستقرار، فإنه لا يتصور أن يتم التعديل كل سنتين أو ثلاث.
وأوضح شهاب أن الدستور لا يتم تعديله إلا في فترات متباعدة حتى يتمتع بالقدر الكبير من الاستقرار باعتباره لا يحتوي إلا على المبادئ والتوجهات العامة، وهذه المبادئ لا تتغير سنويا، وإنما لابد، حتى نعيد النظر فيها، أن يكون قد حصلت تحولات اجتماعية أو سياسية كبيرة تقتضي إعادة النظر في هذه المبادئ.

تحليلات
حق التظاهر( فى نظر الحاكم و الحزب الحاكم و رجال الامن غير شرعى و محظور ) و يتم اتهام كل من يطالب بتعديل الدستور او اى مطالب سياسيه بانه عميل امريكانى او لقوى خارجيه و يشار احيانا الى ايران او امريكا زلحين الشعب المصرى يتهم الحكومه و الحاكم بانهم عملاء لامريكا حينما تهتم امريكا بامن اسرائيل و تنسى امن الفلسطينيين الذين يموتون كل يوم و غير الحصار و الترحيل و الاخلاء .
تتحجج الدوله المصريه بانها دوله مؤسسات و بالتالى يعتبروا ان الانتخابات الرئاسيه القادمه ستكون شرعيه فقط من خلال حزب ( الاحزاب التى ليس لها صوت و ان سمعنا بهم يتم تسليط عليهم بعض الدخلاء الذين يفسدون الحزب و يفرقوا بين قياداته ) غير ان الامن لا يسمح لهم بالاجتماعات الا فى حدود و جدير بالذكر ان هناك اتفاقيه بين حزب الوفد و الحزب الحاكم بدليل تواجد حزب الوفد على القنوات التليفزيونيه و الجرائد بصوره اكبر بكثير عن ذى قبل و هذا اتفاق فاسد ضد مصالح الشعب المصرى و فى صالح بعد القيادات فى كلا الحزبين الى الحد الذى ظهر فيه بعض القيادات الوفديه بالدفاع عن نواب الرصاص بحجة القانون يسمح للنائب ان يقول ما يشاء دون محاسبه و نسيوا ان هناك مسلمات لا يمكن المساس بها و الا يجب المحاسبه  المواد 90 و 98 يجب اعادة النظر فيها جيدا .

اشاعت الدوله على الاخوان المسلمين انهم ارهابيين احيانا و احيانا اخرى تربط بينهم و بين احمدى نجاد لحين ان الفرق بين الاثنين شاسع فهذا سنى و ذاك شيعى و لا يمكن ان يتفقا ابدا فى ظل الاحوال الحاليه فى العالم العربى و الاسلامى على الاقل..و من ناحية اخرى الاخوان المسلمين هم جماعه سلميه لا تحمل اى سلاح و لا تحض الا على الفضيله و رغم ذلك من كل العمليات الاجراميه التى قامت بها الدوله ضدهم طوال عشرات السنوات اشاعت بين الناس و العالم فى الداخل و الخارج ما يسىء الى تلك الجماعه بالكذب .
محاوله تمديد قانون الطوارىء مع رفع شعار ضمان تطبيقه على الارهاب فقط ...و هى حجة واهيه حيث ان مصر دولة الامان باهلها و ليس بامنها فالامن فيها يفسد و يبطش اما اهلها لطاف و طيبين ودودين و علاوة على ذلك مصر لا يباع فيها سلاح كما فى الكثير من دول العالم و اخيرا تشير التقارير فى جميع انحاء العالم ان المصرى اذا سافر الى اى دوله فى العالم يكاد يكون اكثر انضباطا و خلقا من اهل البلد التى يعيش فيها والتقارير فى العالم تحصى ذلك و بالنسبة للجرائم مقارنة بكل الجنسيات الاخرى نجده الاقل بفارق كبير ..اما الجرائم داخل مصر فهى فى ازياد منذ ان حكم مبارك مصر و التقارير توضح ذلك و يضاف الى ذلك كله ان اى انسان مصرى او اجنبى يسير فى الشوارع المصريه فى اى وقت دون خوف من شىء بل يجد ود و حب الناس معه...اذن لماذا يتم تمديد قانون الطوارىء الا لخدمة مصالح الحاكم و حزبه فى قهر المصريين و الاحزاب الاخرى و ما تفعله الدوله المصريه الان هو اكتساب وقت و تضييع وقت حتى تقول ليس لدينا وقت لعمل التعديلات المطلوبه الان  .
تقارير الدوله المصريه فى الكثير من الامور ليست صحيه و ليست على اسس علميه و لم يتم عمل احصاءيات دقيقه تعكس الواقع و اما بخصوص العماله تقول الحكومه انها قدمت عمل للبطاله و الدليل على ذلك الاوراق التى تثبت ذلك لحين العكس هو صحيح فقد تم بيع الكثير من المصانع و الشركات التى كان كل مصرى يتفاخر بها فى وقت من الزمن و لكن اهملتها الدوله و تعمدت تجعل تلك الشركات و المصانع تخسر كى تبيعها و البيع بطريقه كلها فساد باسعار لا تساوى قيمه المساحة من الارض التى تشغلها تلك المصانع و الشركات..ثم تم تسريح الكثير من العاملين بمعاش مبكر و البعض الاخر بالفصل التعسفى ...و منذ عدة سنوات قامت الدوله بتعين عماله بصفه مؤقته و منهم من مر عليه اكثر من 10 سنوات الان ثم قامت الدوله باتمام اجراءات تثبيتهم رسميا و اصبح الامر و كانها وفرت عمل للبطاله و الحقيقة ان تلك المؤشرات غير سليمه فهؤلاء يعملوا بالفعل منذ فتره طويله و برواتب ضعيفه لا تكفى مواصلاتهم من المنزل للعمل.
الدوله تستخدم لغة البلطجه مع الشعب المصرى احيانا و احيانا اخرى المماطله و الكثير من الاحيان تستخدم لغة التهديد و القوة و لو لم تستخدم اى مما سبق فهى تستخدم طريقه عدم السماع و عدم الرؤيه(اضرب دماغك فى عرض الحائط) و بالتالى لما كان شعب مصر يطالب تعديل الدستور استخدمت الدوله كل الاساليب السابقه و ادعاء للعالم الخارجى ان هؤلاء هم القله القليله احيانا و احيانا اخرى تصف المطالبين بانهم على علاقه بحماس و احمدى نجاد و حجج غير موجوده.
و عندما تسالهم عن تعديل المادة 76 يرد الحزب الحاكم و الدوله رد يمكننا ان نصفه بالجهل و الغطرسه حين يقولوا ..هل من المعقول ان اسمح لكل الناس تتقدم للانتخابات و ياتى اى شخص من العامه او من الشارع يترشح للرئاسه ..و اتساءل هل من سيتقدم مصرى و له كل الحقوق ام شيطان ...هذه هى حجه و الاخرى يقال و هل فى امريكا او اى دوله فى العالم يتقدم احد للانتخابات كمستقل ...اتساءل و هل دستور مصر و قوانينه و التشريعات مثل امريكا

Arguing, the Egyptian state, as a state of institutions and therefore consider that The next presidential election will be legitimate only through  parties ( Parties that do not have a voice and if a partied is heard the security people are to shed some Intruders who spoil the party and distinguish among its leaders) is that the security does not allow them to meetings and making broad conferences ,what  is worth mentioning that there are agreement between the Wafd Party and the ruling party. this last Wafd Party began to appear and show on TV channels and newspapers  much more than ever before and this agreement is a corruption and against the  interests of the people of Egypt and in the interest of leaders after In both parties.  the state Spurred to the Muslim Brotherhood  as terrorists, they are sometimes and sometimes Other links between them and Ahmadi Nejad ,while the difference between the two is that vast that Sunni and Shiiaa and can not be said to agree under of the circumstances The current Arab and Muslim world .. and at least Muslim Brotherhood is a peaceful  group do not carry any weapons and do not Encourages but only a virtue and that, despite all the criminal operations that by the State against them for scores of years, spreading between people and the World at home and abroad romurs and nonsense which is considered non but lying. In attempt to extend the emergency law with raising the slogan of its application to be ensured only on  terrorism ... This is just a lame excuse, as the country is safe and secuire by its people  not its security where security is either corrupt and brutalize its people .Egyptian citizens are good,kind,nice and friendly where are they  travel other nations people like them as good and friendly and moreover Egypt does  not sell weapons, as in the Much of the world and finally It is reported in all over the world that the Egyptian if he travels to any country in the world seems to be more disciplined and created from the people of the country where they live and countless reports in the world and that for crimes compared to all other nationalities we find at least a large margin The crimes within Egypt is becoming more frequent in since the rule of Mubarak but still low crimes standard rate in Egypt owing to its people , Egypt And reports indicate that and add to all that any man either Egyptian or foreign- can walk  in the Egyptian street at any time without fear of anything but find smiles and love of people to him ... So why is the extension of the law Emergency, but to serve the interests of the ruling party and in overcoming the Egyptians and Other parties. Reports of the Egyptian state in a lot of things are not correct and not On the basis of scientific work and has not been accurate statistics reflect the reality and either Concerning employment government says it has provided work for unemployed and evidence That the documents that prove it until the opposite is true a lot Factories and companies (in the past we were very proud of these things) have been sold , but the state neglected and deliberately made those companies and Factories lose .Selling them at prices not equal to the value space of the land occupied by these factories and companies corruption right obvious .. and then were laid off many workers early pension  and others to unfair dismissal ...  several years ago, the state  appointed temporary workers some of them  passed more than 10 years now, and the state to complete the procedures for confirmation officially and it became, as if provided work for the unemployment ,but the fact that these indicators  sound They work have already been a long time and salaries so weak  that wasn't enough for their transportations from their houses to work. The state is using the language of the thug with the Egyptian people sometimes and other times a lot of procrastination and often used the language of threats and force, and if it did not use any of the foregoing it  used a method for not listening and not seeing(deaf and bling)and thus to the people of Egypt calls for amending the Constitution the state uses all the previous methods and claim to the outside world that these were minority sometimes and at other times describing the claimants that they had links to Hamas and Ahmadi Nejad and arguments and excuses  of non-existence. When you ask them about the amendment to article 76 . the ruling party and the state response, we can  call  them ignorant and arrogant when they say .. Is it reasonable to allow all the people stand for election and anyone come from the public or from the street to run for president .. and I wonder whether any Egyptian citizen has all the rights as the ruler or other plant , or a  devil ... or they lead the argument that  Is it in America or any state in the world anybody who enrolled to be nominated for presidency election as individaul .I wonder ... Is the Constitution of Egypt and the laws and legislation such as America or even Sudan and Iraq where the abroad citizens voted
هل يتحدى النواب قرار وزارة الداخلية بإصرارهم على تنظيم المسيرة السلمية بعد غد، الاثنين، بعد أن وصلتهم إنذارات على يد محضر برفض الداخلية وإعلان مجلس الشعب عدم مسئوليته عما يحدث لهم خلال تلك المسيرة.وعلم "اليوم السابع" أن الدكتور سرور أكد أن المجلس غير مسئول عن توفير أى حماية لهؤلاء النواب، وأنهم سيعاملون فى الشارع كمواطنين عاديين، وأضاف سرور لو جاءه طلب برفع الحصانة عنهم سيوافق عليه، مشيرا إلى أن عقوبة التحريض على التظاهر للنواب الستة، الذين تقدموا بإخطار لوزارة الداخلية، هى السجن 6 أشهر. يقول النائب المستقل، علاء عبد المنعم، إن تنظيمنا المسيرة ليس تحدى للداخلية، وإنما هو إعمال للقسم الذى أقسمنا عليه،كنواب .......للمزيد برجاء الذهاب الى الرابط التالى

Parliament members insist on organizing the peaceful march the day after tomorrow, Monday, after they received the warnings by the record of rejection of the Interior and the Declaration of the People's Assembly will not be responsible for what happens to them during the march.

Says independent MP, Alaa Abdel Moneim, organizing the march is not a challenge of the Interior, It is the realization of the department, that they swore,to take into account the interests of the people and the homeland, and they can not retreat and they welcome the penalty that can guide them as instigators of the demonstration a 6 months of imprisonment, and denied that there is room to retreat from their decision to march or any kind of negotiation, especially after the warnings they received at the hands of the record without taking into account the political dimension, pointing out that it was appropriate to be sending a letter to the People instead of warnings.
